Best Assisted Living in Indianapolis

Combined, neighboring Indianapolis and Carmel, Indiana (just 23 miles apart) constitute a varied and exciting retirement destination.

Let’s look at key features of each town, starting with the state capital.

What people like about Indianapolis, Indiana

  • Sports: Indianapolis supports two major league sports teams, the NFL Colts and the NBA Pacers. There’s also the Fever, a women’s basketball team, a minor league baseball team, the Indians, and let’s not forget the Indy 500.
  • This city has been on several “most livable cities” lists over the years. Apart from the lively cultural scene and fine dining, there is also the ready access to outdoor activities. In addition to numerous golf courses and city parks, this city has the only urban State Park in the US, the 250-squae-acre White River State Park on the western edge of the downtown area. The park features walking and biking trails and boat rentals, plenty of green space, as well as the Indianapolis Zoo and White River Gardens, the Eiteljorg Museum of American Indians and Western Art, the Indian State Museum, and Victory Field, site of the Indianapolis Indians home games. You and your visiting family and friends will love it.
  • Highly walkable town.
  • Indiana’s relatively senior-friendly when it comes to taxes. Social Security benefits are not taxed, though pensions and retirement savings accounts are. While the cost of living is near the national average, the property taxes are below average. There is a 7% statewide sales tax, though some items are either exempt or subject to a lower tax. Also, veterans, as well as some other individuals, may qualify for either reduced taxes or exemptions.
  • An impressive array of medical centers including some of the most highly rated in the country.
  • There is mass transportation, though the bus system is problematic. (See “What people don’t like” below.) There is Amtrak, and the new airport, though, is considered the finest in North America, and construction of a rapid transit system began in October 2018.

Other considerations for Indianapolis

  • Winters can get cold and snowy, averaging some 25 inches a year. Summers are hot, humid and wet, with temperatures getting in to the nineties.
  • The crime rate – quite unlike that in Carmel – is more than double the national average.
  • IndyGo, the mass public bus system, is highly unreliable, specifically failing its disabled riders in that regular buses often lack the equipment necessary to accommodate wheelchairs.
  • IndyGoOpenDoor, the shuttles service dedicated to serving the disabled, is reportedly no better.

We also wanted to look at why many have chosen Carmel as their retirement destination – and why you might choose not to.

What people like about Carmel, Indiana

  • Carmel’s City Center and Community Center, working in conjunction with the Art & Design District, has drawn up plans to make Carmel among the most livable cities in the country.
  • Carmel is a bicyclist’s dream, whether you already own a bike or need to rent one. Currently rated Bronze (versus silver, gold, or the highly coveted platinum) by The League of American Bicyclists, the city planners intend to expand the already 5.2-mile-long Monon Greenway that accommodates bicycles, walkers, joggers, and nature enthusiasts. Additionally, there are plans to extend the Carmel Access Bikeway (CAB) by another 100 miles or so.
  • Carmel is working to make the city as walkable as possible, though currently it rates about average nationwide. There is no conventional public transportation (no bus system or high-speed rail transit, e.g.), but there are three alternatives: (1) the Janus Developmental Services, Inc., supplying transportation, on demand, for those with disabilities as well as the general populace. (2) Specifically for seniors or the disabled is the Enrichment Program, offering door-to-door, non-emergency transportation to doctor appointments, social engagements, shopping, etc. (3) The third option is more than half a dozen taxi services and several car rental businesses.
  • Whether you live in the capital or Carmel, the nearby Indianapolis Executive Airport can easily handle getting you or your guests in and out of town.
  • Carmel enjoys a relatively mild climate. Typically, January, the coldest month, could see a low of 17 and an average high of 85 degrees in the warmest month, July. Precipitation is, on average, usually not more than five inches a year.
  • Love to golf? There are at least 20 public golf courses in Carmel.
  • Carmel has already been praised in print for cultural attractions common to larger cities. The Art & Design District, located in Old Town Carmel, boasts a generous array of diverse restaurants, art galleries, interior designers, and intriguing shops, plus much more. There’s even an ice-skating rink.
  • Entertainment and culture are easy to come by. Music, theater, museums, gallery walks, and other events of various kinds are scheduled throughout the year. In addition to the concert venues already in place, at least two more large-scale centers are in the works. In short, you, and your guests, will never want for something to do.
  • Festivals abound, whether celebrating one or another of the arts or the holidays (Christmas, Veterans Day, Memorial Day, et al.). Particularly appealing and unique is the Carmel-Xiangyang Sister City Committee-sponsored “City of Carmel Chinese Mooncake Festival,” occurring every September, complete with a dragon parade.
  • Carmel has a lower than average crime rate among US cities. According to, this town is safer than 71% of US cities.
  • Quality medical care is available. In Carmel, you can choose between the St. Elizabeth Anne Seaton Hospital or a number of clinics.

Other considerations for Carmel

  • Just as with Indianapolis, the climate – despite its four distinct seasons – may get uncomfortable in winter or summer.
  • Unlike Indianapolis, a downside to residing in Carmel might be what it costs to reside here. It is a progressive town, attracting ever more residents, so the cost of living here is relatively high.

What they didn’t like: rentals for… a year or six months [but not for] only 30 days, rooms were small and … very expensive, not impressed with the staff, only complaint is that some staff member has stolen money from my grandmother's purse, rooms were much smaller with one small closet, a few activities posted, Independent Living homes so close together, Visitor parking…difficult to find, older complex so there are certain things that need to be replaced, people walking their pets on the carpets, memory care area had a really strong odor, staff weren’t engaging with residents, doesn’t take Medicaid waiver, Felt mislead by Sales, do seem a bit understaffed at times, atmosphere felt too clinical, Wish [garden home] had wood floors and [attached] sunroom small

What they liked: Grounds were well kept, beautiful grounds for strolling, clean and well maintained place, very clean, decent neighborhood, Enjoyable place to live and visit, so comfortable feeling that I hesitate to call it a “facility,” small community – easy to get to know the residents and staff members, a lot of diversity in the community, Atmosphere is very warm and positive, community is friendly and responsive, [Resident] has become more outgoing since living here, [accepts] Medicaid waiver, VA aid and attendance benefit, residents seemed fine and were very helpful, rooms and the staff at Rosewalk were very nice, The staff is what makes this place, [staff] so caring and compassionate – especially their nursing staff, caring and professional, individual plan of care – nothing is cookie-cutter, Great communication with family, care is above average, staff all interacting with the [residents] even when there was no particular reason or need to do so, nursing home attached to it as well, kept things nice and clean, people were friendly, rooms nice and spacious, apartment is very generous in size, can choose the decor and colors of your apartment, field trips to movies and restaurants outside the area, convenient to a hospital, nice and quiet neighborhood, well staffed except for the nursing home, staff has been very good, have a question – they have been right there with an answer, nice cafeteria, dining is more like a very high quality casual restaurant than cafeteria, dining room very nice, food is pretty good, activities seven days a week, a library, jewelry making, church-type activities, bus trips, Bingo, a pool, game rooms, regular shopping and other trips, residents can maintain a life style very much like that which they had before

What they didn’t like: well staffed except for the nursing home, too big for us, food could be a little better, sometimes the halls have an odor but not always, they run out of entrees [etc.], food frequently served cold, front door locked at 7 PM – elderly people are waiting 10-15 minutes to get in
